Premier Blaine Higgs says government has assembled a “swat team” to find new ways to reach New Brunswickers who haven’t been vaccinated, with the aim to search out the under 40 crowd and make shots more accessible.
Higgs went as far on Tuesday as to suggest partnerships with Tim Hortons or other restaurants could be in the works.
The comments came a day after he mused about COVID-19 vaccines on ice-cream trucks.
He again suggested that freezer trucks just may be the way to get the shot to the last few thousand New Brunswickers needed to get the vaccine rollout past a key milestone of 75 per cent uptake.
“Looking to be creative,” Higgs said on Tuesday, “We’ve had businesses connect with us and we have seen that in different municipalities with businesses looking for creative ways to get people vaccinated.
“I know there’s a big lineup at Parle Beach and you say ‘well, if you were there with a vaccines and an ice-cream you’d probably get people signed up on the way to the beach.’”
While more than 75 percent of New Brunswickers in their 50s, 60s, 70s, and 80s all have a first shot, just over 51 percent of 20-year-olds and 57 per cent of 30-year-olds have been vaccinated.
Meanwhile, roughly 45 per cent of New Brunswickers have a first shot.
Higgs say efforts to decide what would work best are actively being sought.
“We have kind of put a swat team together to look at how we can move into different communities, maybe with a refrigerated truck, I think there’s more flexibility there with Pfizer,” Higgs said.
Health Canada recommended last month that the Provinces can now store the Pfizer vaccine at refrigerator temperatures for up to one month creating, new opportunities.
“We just want to be more creative in meeting people where they are, asking people if you’re out with a group whether they’ve been vaccinated and leading them to the nearest clinic,” Higgs said.
“If we had trucks in communities where people are gathering I just believe people would do their part.”
Higgs showed particular interest in partnering with businesses.
He referenced Big Axe Brewery in Nackawic that has partnered with the Fredericton Nissan car dealership to offer a free beer over the weekend to anyone who shows up with a vaccine certificate.
He revealed that the province has at least had preliminary talks with Tim Hortons, suggesting it could play an eventual role in every province.
“They’re willing to participate,” Higgs said.
The Premier’s words come amid calls for new ways to reach New Brunswickers.
New Brunswick’s two health authorities have started offering walk-in clinics, doing away with the need for people to register for the shot. Other provinces have deployed pop up clinics in neighborhoods with access challenges.
Liberal MLA, Gary Arseneault has called for clinics in schools.
“Absolutely, we are looking at how we can go to schools,” Higgs said on Tuesday.
But there is a line as to how far New Brunswickers will go.
Several U.S. states are rolling out 5 million dollar cash lotteries as incentives for Americans to get vaccinated where those who get the shot are entered into a draw.
Ohio’s “Vax-A-Million” sparked a 45 per cent spike in vaccinations, according to the state’s health department. Kentucky’s “Shot at a Million” had similar success.
New York Gov. Andrew Cuomo announced that 12 to 17-year-olds get a first dose will be entered in a raffle to win a full scholarship at a New York public university.
In Illinois, people can get free tickets to the Six Flags Amusement Park.
West Virginia has a chance to win a hunting rifles or shotguns.
Higgs is ruling anything like that out. “As far as someone thinking we’re going to offer cash incentives to get a free vaccine, that won’t be the case,” he said.
New Brunswick’s emergency order isn’t likely to return once the province let’s it expire, even if COVID-19 outbreaks or hospitalizations occur after that date.
That’s according to Premier Blaine Higgs, who said on Thursday he hoped to dissolve the order, and the additional government powers that come with it, by Aug. 2. “Right now, given all the knowledge we have and what’s required to get there, we feel very comfortable that once we remove the emergency order we would not need to bring it back,” he said in a press conference.
“I’m sure Public Health would be able to give us a recommendation based on whatever we might see as any particular health concerns that might be potential at that point, or we wouldn’t make the change.”
That date is also contingent on the province reaching 75 per cent of the population vaccinated with two doses.
Minister of Justice Ted Flemming hinted at the change in a Wednesday evening committee, saying extended emergency powers to the province would end once New Brunswick reached a high vaccination rate. The minister of justice has signed the emergency order every two weeks since March 2020, to grant that added authority.
“When we’ve reached a point where the public is no longer at risk of COVID, there will be no reason to have the emergency order, ” Flemming said.
“in large measure, it will be a process of vaccination. More people get vaccinated, risk goes down, we don’t need an order.” Spokesperson Ashley Beaudin said the Liberal Party feels two-dose herd immunity should triger the order’s expiry, as it does in the reopening plan. Green Party leader David Coon defferred to Public Health onwhen the order should be lifted.
However, People’s Alliance Leader Kris Austin called for “flexibility” on the timing laid out in the plan.
“As more and more people get vaccinated it is becomming clear that vaccinatons are indeed effective and as such a more balanced approach to some of these current restrictions are needed, as well as flexibility on ending the state of emergency sooner,” Austin said.
The news of a possible end to the order this summer comes as Bill 54, which proposes immunity for anyone who enforced pandemic laws, is debated in the legislature.
“There is some hope and some end in sight, and in that regard we have to start planning for when we come out of this COVID era,” Flemming said.
The bill would protect, for example, public safety officers stopping people at New Brunswick border, even after those laws are no longer in effect.
“We can’t have a whole lot of people suing Public Safety and the government because their rights were infringed. And they were, there’s no mistake about it, that’s exactly what there were,” Flemming said.
Dr. Chris Milburn has quickly become a household name here in Nova Scotia. Dr. Milburn was head of Sydney, Nova Scotia’s ER, and had recently made public statements concerning Chief Medical Officer, Robert Strang’s handling of the COVID “emergency” over the last year and a half.
“Chris felt that public health officials and bureaucrats had been given too much power. That they had become unresponsive to voices from outside the bureaucracy. That they had forgotten about the other health impacts of their policies — impacts beyond the singular goal of reducing possible COVID infections.”
The June 15 call came from Dr. Don Brien, medical executive director of the eastern zone, informing Milburn he was fired from his role as head of emergency medicine for the eastern zone.
“Dr. Brien explained to me that my views were unacceptable for someone in my position,” said Milburn. “I was clearly told that I was fired because of my views.”
The fact is, Dr. Strang has failed us miserably. There is more than COVID going on in this province. Each year between 9,000 and 10,000 people die in N.S. For a Premier and Public Health to be focused 100% on 80-100 deaths over a period of 18 months is absurd.
Thousands of us need timely medical care, have lost our businesses, have lost loved ones who have died alone, our children are suffering while being masked, and now injected. We have studied the data – we asked for the science supporting ongoing government restrictions – as none of this makes any sense unless you are deliberately trying to kill our people, our province – our country. This over-reaction to a corona virus is beyond comprehension and needs to be questioned. In fact, it requires a complete investigation!
We know that doctors are being silenced. This is happening across Canada. On June 17, 2021 there was a Parliamentary Press Conference on the Censorship of Doctors, Scientists & Medical Information held in Ottawa.
Peer-reviewed studies are now sounding the alarm about serious medical problems that are afflicting many recipients of the COVID-19 vaccine; a relatively new vaccine that uses technology never before tested on humans, with no long-term safety studies that had bypassed FDA approval!
Lockdowns don’t work – masks don’t work. The entire USA is opening up.
Dr. Milburn had the courage to share his concern and that needs to be permitted and acceptable. Silence kills. It is a disgrace that the Authority has taken such negative action against him. Do you think that we live in a communist country? It sure is starting to feel like it.
Dr. Milburn is a breath of fresh air. Hundreds of us have written letters to Rankin and Strang sharing our concerns only to fall on deaf ears. We aren’t falling for it and want answers. Not all of us are Strang worshippers. He holds wat too much power for one individual. He is the one who needs to be taken down a peg or two – not Dr. Milburn.
It is interesting to note, that Strang called out Dr. Milburn for having “no public health experience”. However, Civilian Intelligence Network has confirmed, Dr. Milburn was actually a member on several local public health committees, also on the Canadian Medical Association public health committee (Committee on Health Care and Promotion) and was promoted to chair by the end of his 4 years there. He has also been a member of the Doctor’s Nova Scotia public health committee for 9 years, and the chair for 2 years.
That’s right, Dr. Milburn has outstanding qualifications. Both in public health, and on the front lines of medicine. That’s what Nova Scotia needs moving forward, critical, yet compassionate leadership. Strang, on the other hand, has zero practical experience in the field, and zero practical experience in the lab, not to mention his disastrous record during COVID.

At the June 11, 2021 Nova Scotia COVID19 Update, Doctor Strang was ready to explode being challenged by Sydney, Nova Scotia’s emergency room head.

Strang’s reaction; “He’s trained as an emergency room physician. I’m trained as a public health physician. I don’t try to practice emergency medicine. He shouldn’t try to practice public health medicine.”
UPDATE: Dr. Chris Milburn clarified to me; “the guy from The Examiner straw-manned my ideas. Then he never got back to me even though I gave him all my contact info. I don’t think he really wants the real story, just to sow division and controversy.”
Important to note, the physicians training is to ultimately serve the public, while Strang’s “training” is to serve globalist stakeholders.
Also worth noting, Nova Scotia Public Health is a private charity, a non-governmental agency, existing without oversight and a subsidiary of the World Health Organization.
“The number one co-risk factor for COVID is basically obesity, diabetes, poor fitness,” Milburn said. “The kind of people going out living life, going to the gym, playing hockey, swimming. To restrict people from all those activities, it’s bad for their mental health, it’s bad for their physical health and overall it may increase the risk of people dying from COVID.”
It was amazing to see Strang lose his composure so quickly, turn a few shades of red. Looks like Rankin can feel the heat. Where are all the other Nova Scotia physicians challenging him on “misapplying his power”? Are they afraid of being Strangled?
Time for Strang to pack his bags, so we can get back to putting our society back together.
On that note, we here at the Civilian Intelligence Network call for Robert Strang’s removal, and to be replaced by Dr. Chris Milburn!
Unelected and dictatorial Nova Scotia Premier recently said, that he is “comfortable taking it slow” in relation to Nova Scotia’s reopening. They’ve released a plan that takes us into September over five phases that does not even guarantee opening.
Let’s do some math for Premier Rankin and “Top Doctor” Strang, shall we…
Just reduce the total population by the number of children under 12, which gives us 873,126 eligible subjects in the province. Figures you can get from Census.
Then look at the number of people who have had one dose in Nova Scotia which according to Wikipedia, which is 663,840.
Looks to me to be 76.03 percent of the population is vaccinated!.
So in my opinion we are at phase 4. It can’t be 75% of the total population because they can’t vaccinate the total population. The age from from 0-11 has to be removed.
Hooray, Nova Scotia skips from Phase 1 to 4 overnight with 76% complying with one dose!
Fact is, however, Strang is using math only found in the new normal…
They are not reducing ‘the population’ by the 100,000+ children under 12.
So 85% of the entire “eligible” population must get the jab. Meaning, they want so, 785,060 out of the eligible 873,126, instead of 663,840. That means an astounding 84.5% of eligible dupes need the jab. That’s where Strang got his 85% number, he keeps pushing.
Because 100,000 CAN’T be vaccinated…what ends up happening is that more people in the 12-90+ actually get injected.
That leaves 88,066 of us alone? Not likely. That’s just a small number of people they can prey on, hunt if you will.
By including those who are ineligible for vaccine in their percentage is ruthless, makes the eligible feel they have to comply. This form of coercion would be illegal without Emergency Orders, and I am surprised a larger group of the population would not be more outraged.
My hunch, they plan on opening up that ineligible age bracket soon, after all, FDA just “approved” the vaccines for use in 5 to 11 year olds, and you can only assume the rest are about follow. Why not, they are jabbing pregnant women and everyone else they can get their needles in to.
Bottom line, they have their sights set on all of us.
Nova Scotia could open up overnight with 76% of eligible citizens getting one dose! However, Rankin and Strang are unable to do grade four math, so we may end up locked in Phase ZERO!
The fact is, you do not need a card, exemption is based on the word of the exempt, yet Nova Scotia took extreme measures beginning in early May, 2021 trying to deal with what they deemed the biggest threat to public safety: The Maskless.
There has not specifically been an iron clad solution to dealing with this type of “show me your papers” tyranny, but this capture from the Nova Scotia website might be the get out of ticket card we are looking for. As you can see, the site confirms “you can’t ask them for a doctor’s note“, which means someone in the bureaucracy still realizes it’s against the law to advocate for anything else.
I’m printing this off to keep in my wallet, but my hope is shop keepers and police will return to a more humane approach as this shambolic “pandemic” continues with no real end in sight.

No matter what Iain Rankin or Robert Strang say on their YouTube channel, you still have rights.
Unelected Nova Scotia Premier Iain Rankin has spent the majority of his appointment talking and behaving like a dictator. It is clear that former Premier MacNeil did not have the stomach for the next phase and gleefully passed the torch. Rankin has used fear, propaganda and degrading comments to push increasingly harsh measures.
Rankin said he spoke to the chiefs of police in Halifax and Cape Breton about the issue. He admits while the fine has already been bumped up to $2,000 for violating health restrictions, fines can only go so far.
“At the end of the day, we’re not going to fine our way out of this,” he said.
“This variant is no joke. It’s killing people. It’s putting young people in the ICU.
To that point, at the time of the 3 p.m. briefing, 42 people were in hospital, with eight in the ICU. That’s right, a number so low, we had to spell it out.
On may 8, 2021, Nova Scotia “top doctor” Robert Strang restated The Health Protection Act. Instantly several businesses working with the police decided to take matters into their own hands and hand out justice to those who they identified as “anti-maskers”. This New Glasgow, Nova Scotia resident was one of those targeted in these vigilante’s dragnet.
If they changed their mind, they might want to let the public know and if that is the case they may also want to address that most doctors will NOT give exemptions as medical documentation is private and confidential. Doctors are NOT permitted to issue such notes.
Interesting that while this officer was violating his oath by illegally asking for documentation that is not legally required, he advocated finding a doctor to violate his oath by illegally revealing private and confidential medical information.
Maybe this officer needs to review the law. Well the Truth on this one is that this cop is wrong. No paper is required.

Good Morning, I am reaching out today to inquire about the extraordinary measures being taken by police officers in my town of New Glasgow. Starting on May 8, 2021 and continuing through today, police officers are targeting unmasked individuals shopping and handing out tickets for failure to produce paperwork. It is my knowledge that exemptions do not require registration or proof. It has been my understanding that Nova Scotia was taking the humane approach and using the honour system. I have read no changes in laws, and while the premier’s office claims their orders carry “more teeth” for law enforcement, I don’t see any actual changes to the law. I am looking for clarification, as there is absolutely vigilantism between specific stores and law enforcement. This is causing a stress in the general public that is unwarranted. These are not protesters, these are members of the general public that have been living their lives as such during the last year, and honestly, had no reasonable expectation to be ticketed. This is Nova Scotia’s mask “guidance”, which allows exemption under the Human Rights Act. That’s right, even conscientious objection would have to be permitted, and respected.
#NovaScotia once took the humane honour-system approach to mandatory mask policy. However, since 8am, Saturday, May 8, shop keepers have turned to inhumane vigilantism, without any legal means to do so. A “strong-arm approach to enforcement.”
The thing is, people are not bowing to the discrimination, intimidation and bullying of “law” enforcement. The lies have failed, and my bet, force fails too.
No matter who Rankin thinks he is, we know he has no authority. I know where Iain Rankin stands, with his buddy Scott Brison, showing their true colours through “sense of humour”.
The facts are this: Nobody is required to register with the government or carry proof of exemption. If there is question to an individuals exempt status, benefit of the doubt goes to the person with exemption.
Everything else that is going on with law enforcement and businesses is nothing less than government endorsed activism and vigilantism. Which, as Nova Scotia Health explains, is illegal and punishable with fines.
Know your rights.

In Ontario, no proof of exemption is required to be produced to bylaw officers or police. Ontario Regulation 82/20 states that exemptions exist and need not be proven. Further, if a business does not allow for your exemption the business would be committing the offence and could be fined under the “Reopening Act“.
This is important to note, since Provincial Acts are written in accordance to the Federal “Canada Quarantine Act” and cannot be superseded.
Aslo Interesting, in the UK, the majority of fines were thrown out on the grounds of errors. I am inclined to think this is evidence these fines are used for intimidation and bullying.
The Nova Scotia government and law enforcement has been exerting a lot of power lately. What they do not understand is that they are losing authority.
On May 12, 2021, the Nova Scotia government took the extreme step of violating it’s citizens rights by passing an injunction against EVERYONE’s ability to assemble and protest.

At time of press, the Canadian Civil Liberties Association has stepped in, and we will be watching what becomes of that. They’ve already had success rolling back much of Alberta’s authoritarian “laws”, although provincial governments do not look like they are giving up on the power they have grown accustomed to.
Our Dictator tells us one thing but the data speaks for itself.
Out of a population of 979,351 there have been 708,617 PCR tests which we know are inaccurate. These tests have created 4,524 positive cases which does not mean that you are sick or contagious.
The average Cycle Threshold of the test in labs across Nova Scotia has been 35, which is too high to get an accurate reading. Dr.Fauci and the WHO reported that the Cycle Threshold needed to be adjusted or turned down back in December 2020. In a recent study, 18 was still too high.
To give COVID-19 deaths context, in 2019 there were 9,818 deaths in Nova Scotia. There have been 72 deaths in Nova Scotia since the beginning of this “pandemic” ending May 14, 2021. There were 64 COVID deaths in 2020 and 8 in 2021. 53 of the 72 deaths were in Northwood Long-Term Care Home and one in Harbourhome Enhanced Care Home last year.
According to the World Health Organization COVID-19 Death Coding Document, a COVID-19 death can be a “probable case” of a “clinically compatible illness.” A COVID-19 death does not have to be confirmed. And what the heck is a “clinically compatible illness?” …a different corona virus like the flu that has disappeared perhaps?
The average age of those who have sadly died is 80 years old but the average provincial life expectancy is 80.4. They were at the end of life. There are are total of 68 in hospital of which 21 are in ICU…but what we don’t know and Dictators Rankin and Strang fail to tell is whether those people have been admitted into hospital due to cancer, heart disease, diabetes, Alzheimer’s, obesity… And the big question is whether they actually have COVID-19? How would we know when they are testing them with an inaccurate test!
Doctors who are not getting media attention have been doing autopsies on hundreds of positive cases in such places as Germany and United States and when they opened them up – they don’t have COVID-19. SO…We want truth. We want context. We want the drama to stop. We want the lab cycle threshold to be turned down. And yes- we WILL “get through this sooner” because it is MAY and with warmer weather – all corona viruses basically disappear. And our dictators did nothing to improve the situation…even though they think they are god.
The result of all the restrictions are harming thousands of us. For what? One of the biggest hoaxes ever.
That’s right, 2020 saw 9720 deaths while 2019 saw 9835 deaths. I am no scientist, but a pandemic typically is qualified as a mega death situation, piles of bodies, drastic rises in death that systems cannot sustain. This has not been the case.
The shock continues when we learn of the 9720 death in 2020, only 65 were COVID related, 53 of which were from one single nursing home. July 29 was the second last death.
Cases started a slow rise, but no deaths, and nothing out of the ordinary that we didn’t used to see with the flu. Remember the flu?
April 27, Trudeau deems the situation in Nova Scotia so dire that the military had to be sent in. Trudeau says sending “women and men in uniform to help in Ontario is a serious step” and that Ottawa made this choice “because the situation requires it.”
With the influx of testing, which is the PCR Technique, not a test at all, but a method of amplifying minute samples into something, Nova Scotia’s case load exploded. However, as we have seen with other nations, states and communities data, infections increase after the first dose is administered, and infections and deaths increase after the second dose.
This quickly lead into May where unelected Nova Scotia premier Iain Rankin began his gaslighting campaign of intimidation and fear, accusing every Nova Scotia resident of being super spreaders of a lethal virus, that he claims in this video is taking the province by storm.
The fact is, Nova Scotian health officials, with the help of the Canadian Military, have performed 733,465 tests. Almost like testing the population of the province twice. During the entire pandemic, they’ve only been able to squeeze out 4827 infections, and 19 deaths excluding the malpractice at Northwood.
Average age of those deaths is 80 years old, the province has not revealed the average cormodity.
The bottom line is this, so much of the world is letting up from the lockdown. Beyond the lies and fraud, the numbers are just not there to warrant such extreme actions. Here in Nova Scotia, the opposite of logical is taking place. It is lunacy, it is dictatorial, and with the police state rising the coercion increases to vaccinate, the risk of their fraudulent numbers bloating becomes very real. We won’t even know if deaths are related to COVID or the vaccine. It becomes a guessing game, as this May 14 death was reported as “COVID related”.
At the time of press, May 17, 2021 Dr. Strange has suggested children have the capacity to choose to have a vaccine or not. He claims their own team can properly guide a child through informed consent. This is his whole disgusting statement on the subject.
On the same day, Iain Rankin impressed the Conference of New England Governors and Eastern Canada Premiers by stating:
To repeat: “A strong economy is dependent on a vaccinated population”.
Shelly Hipson, from People For Truth -Something Isn’t Right, summarizes it best:
“Last time I checked it isn’t a vaccine that pays rent, salaries, power, heat, and taxes…it’s the hard working people who are the backbone of our communities – our small business owners who contribute to our economy. Yes – those businesses that he has shut down for the sake of a virus that has the following survival rates as at March 19, 2021 Ages 0-17 99.998% Ages 18-49 99.95% Ages 50-64 99.4% Ages 65+ 97% Which are similar to the flu… And he thinks a strong economy is dependent on a vaccine? He’s out to lunch.”
“I think the vast majority of us know that something is up. I think it is the minority who are going along. The thing is bringing the majority together – to take action. Rankin and the Liberal government are shutting us down. We are not suppose to move. We are not suppose to protest him and his unsupported regulations. If Bill C10 passes, we will not be allowed to post anything negative about government on social media…this is world war three…our rights and freedoms are being taken away…and they are injecting us with something experimental. They are all in this together. The Prime Minster, Tam, Rankin, Strang, Justice Scott Norton who granted the injunction, the Chief of Police, Dr. Lisa Barrett – and every MLA who is not speaking up. It’s not good where this is going.”
In all, Nova Scotia has experienced 19 non malpractice COVID19 deaths. Not a pandemic. Shocked yet?
