Lobbyist For GlaxoSmithKline & AstraZeneca Maker Sits On Conservative Party’s National Council

Just who is this Amber Ruddy? She just recently ascended to her position in a major political party, but what’s her backstory?

Amber Ruddy is a Conservative volunteer who has spent her career fighting for small-c conservative ideas and values. She has knocked on thousands of doors, served on electoral district associations, and helped get Conservatives elected.

Amber has worked for a federal Conservative cabinet minister, a provincial politician, and in non-partisan advocacy positions at the Canadian Federation of Independent Business and the Canadian Taxpayers’ Federation.

She currently works as Associate VP Western Canada with Counsel Public Affairs and has a decade of experience in business advocacy at the federal, provincial, and municipal levels.

Amber holds a Bachelor of Arts degree from Western University and an executive MBA from Queen’s University with a specialization in marketing strategy.

Amber Ruddy is quite open about being with Counsel Public Affairs, a lobbying firm in Canada. Did no one bother to check out (or even ask) what kinds of lobbying she was involved with? Or did the Conservative Party know about this and simply not care?

While this may be legal, how does it look? How does Ruddy go from being a pharma lobbyist to one of the people running the Conservative Part of Canada in just a month? Also, it’s not like she cut ties with Counsel Public Affairs. She’s still employed by them.

Amber was elected in March 2021 to the National Council of the CPC. Why is this important? Because only a month ago, she lobbied Manitoba on behalf of Emergent BioSolutions, the maker of AstraZeneca. She got directly to Manitoba Premier, Brian Pallister.

Her lobbying firm, Counsel Public Affairs, has been pushing other Provinces to accept AstraZeneca, despite its known health problems.

Ruddy has also lobbied Manitoba for on behalf of Atria Management Canada, ULC, asking “Seeking clarification for COVID-19 vaccination rollout plan, specifically where seniors in non LTC settings, such as community retirement settings, fit into provincial plan. Advocating for on-site clinics in retirement communities”. Yes, she actually wanted on site vaccination for seniors.

Now the obvious question has to be asked: when Ruddy performs her duties as Secretary of the CPC National Council, will she also be acting as a member of Council Public Affairs, which is STILL advocating on behalf of Emergent BioSolutions?

Bit of a side note: Dan Kelly, the President and CEO of the CFIB, Canadian Federation of Independent Businesses was bragging about vaccinating his children. Ruddy used to run the Alberta branch.

Ruddy also lobbied Saskatchewan on behalf of the AstraZeneca manufacturer. This included Premier Scott Moe, and Health Minister Paul Merriman.

She’s also been working in Alberta lately, lobbying the Government of Jason Kenney. While Ruddy isn’t personally named in the Ontario Registry, several of her colleagues at C.P.A. are.

It seems pretty convoluted for Derek Sloan to be threatened over a $131 cheque he never actually saw, but then allow something like this.

Brian Pallister has also been lobbied on behalf of Emergent BioSciences by Tina Beaudry-Mellor, another member of Counsel Public Affairs. But what makes her case interesting is that she worked in Scott Moe’s Government in Saskatchewan until September 2020. After she was voted out, she began lobbying. Interesting way to avoid the rules: just hop Provinces, and then you’re good to go.

This also raises the question why people like Brian Pallister are always trying to give the hard sell on vaccines. Is this what they really believe, or have they been corrupted by some outside interest? Something always seemed off about that man.

At the time of writing this, Ruddy is an ACTIVE registered lobbyist on behalf of Emergent BioSciences, at the Federal level. Until February, she was also a lobbyist for drug maker GlaxoSmithKline.

Even with that set aside, her firm is still lobbying both Federally and Provincially on behalf of drug companies. They are quite active. She will now have considerable power on the CPC National Council.

Members of the public, and especially those in the CPC should be outraged. It raises legitimate questions as to whether Rempel and O’Toole are simply puppets doing the will of big pharma. Their actions and words would suggest so.

The plot only thickens. Michelle Rempel-Garner, the CPC Health Critic, has recently been lobbied by both GlaxoSmithKline and AstraZeneca (among others) looking to sell vaccines. Considering Ruddy is on the National Council, would that actually make her Rempel’s boss? Of course, ask such a question on Twitter and expect a quick blocking. And it gets worse….

And just when you think you’ve seen it all, the CPC has decided to add masks to their line of merchandise for sale. Perhaps the “pandemic” won’t end as long as there is inventory to be sold. There’s free enterprise, and then there’s this…..

On December 22, 2019, members of the Conservative Party of Canada, through info@conservative.ca, received a letter about the 2020 Conservative Convention being postponed from April to November. “Delegate selection meetings will be suspended, until the delegate selection meeting rules can be updated in the New Year to reflect our new location and date. Part of the update will address the status of delegates who were already elected at the delegate selection meetings that have already taken place. As part of National Council amending the rules in the weeks to come, regional organizers will be consulting with those EDAs to get their views on whether the DSM results should stand for Quebec City.”

Andrew Scheer Scheerly Schredded by Q

Over the holidays on Twitter, Andrew Scheer was accused by some Q accounts of being involved in two things. One of them is already well-known and involves a town hall discussion that has plagued Scheer ever since: an audience member openly accused the Clinton Foundation of child sex trafficking and being involved with Pizzagate. The man asked Scheer if there was any way that taxpayers would get back the money that the Trudeau government gave to the Clintons. Scheer did not immediately correct the man, and all hell broke lose.

This was not a reaction that people are accustomed to. The word “debunked” was nowhere to be heard! People noticed the lack of an acceptable response from Scheer, and accused him of catering to an “alt-right” base (1). Everyone waited to see what he was going to do next. He ended up issuing two statements, one saying he did not hear the question, and in the second statement, he did what the mainstream media should have been happy with: he called Pizzagate a “misinformation campaign.” He’s right; there is misinformation about the theory from all sides (2).

The other accusation involves allegations that Scheer may have information to share about his wife’s family’s possible involvement with a document that was declassified by the FBI at the end of October, 2019, about a cult known as the “Finders.” We will explore all of the allegations in this article.

So, Scheer is being accused of covering up Pizzagate, and presumably for his in-laws regarding the Finders, and that he used his budget as Speaker of the House to assist Harper in doing Harper things (3). Also, he must have information about Uranium One, Haiti, Iraq and other world events that are not public. There is also another disturbing story that appeared in the thread, relating to Ontario Conservative leader Doug Ford and the Clintons (4).

It looks like Andrew Scheer is being held responsible for apparently holding back knowledge that can possibly put an end to the suffering of children and others at the hands of corrupt and perverted leaders. He is someone who is a high-profile politician, and has been involved in Canadian politics for almost his entire adult life. What does he know? People want him to tell everyone what’s going on with everything. Can he? Will he?

Considerations

Everyone we’ve known who has been directly accused of anything involving Pizzagate has been ready to vehemently deny and ridicule it. It does not seem allowed in society for someone to chose to ignore it or to have a different opinion, especially for anyone who is high-profile. However, it’s not as cut-and-dried as everyone seems to think.

First of all, it is impossible to debunk Pizzagate. Sorry folks, it’s not just one restaurant nor one basement. Anyone who hinges on these events to dismiss the whole thing has not heard the full story (5). Now that we have that out of the way, let’s look at how Andrew Scheer handled his Pizzagate moment:

Perhaps the optics are bad, and the pizza tweets were in extremely bad taste. However, this does not prove that Scheer had anything to do with Pizzagate besides being asked. Perhaps because he did not blurt out immediately that it was debunked it is more likely that he was not involved. The programmed response just wasn’t there, which also could mean that he just never expected to get asked about that topic.

As far as his first statement, is it possible that Scheer did not hear the mention of Pizzagate and child trafficking? It is highly unlikely, however no one on the planet can tell us exactly what Scheer heard except for himself. There is just no proof of what he heard or didn’t hear, other than what he is telling us. All we know is that he heard “Clinton Foundation” because he repeated it. If he didn’t hear the rest, then it does prove that he was a terrible town hall host who was supposed to be listening to questions carefully.

As far as his second statement, it is really not surprising that he fed people the same line that everyone uses when it comes to the topic. The other thing is that Pizzagate, as it is presented by the media, is indeed ridiculous. He ended up calling Pizzagate misinformation, which it is, if you are talking about the version that the MSM is pushing. So, Scheer was telling the truth about that one, whether he knew it or not.

The Finders

While the 2019 release of the FBI’s “Finders” document garnered a lot of attention, at least on Twitter, the story itself actually began in the 1960s and 1970s (6) and people have been reporting on it since at least the 1980s (7)(8). The document released around October 26, 2019 is 324 pages long, is heavily redacted, and 176 pages were completely removed (9).

Jill Scheer’s Family’s Connection to The Finders

While the Finders cult itself was based in the United States, at around the time of the stories breaking in The Washington Post and The New York Times, a wave of panic spread across the U.S. and Canada about possible satanic cults operating in various places. This is now known as being part of the “Satanic Panic” of the 1980s and 90s (11).

In Canada, panic manifested itself into what is now known as “Martensville satanic sex scandal (12).” Because Jill’s family was involved in working with children and families in the same vicinity, who were troubled or in foster care, it is highly likely they know or know of everyone who was accused or was a victim.

Jill’s father is Bob Ryan, former director and vice-president of residential care at the Ranch Ehrlo Society, an organization based in Saskatchewan and founded in 1966 by Dr. Geoff Pawson (13)(14). It initially was a residential unit for six “troubled boys” but grew into a large agency that provides services for children and families in need.

The ranch was involved with working with foster parents along with running camps where children who were in trouble with the law were sent. It worked under the Juvenile Delinquent Act and the children were filtered through Canada’s justice system (15). One if its locations, a wilderness survival camp, was the location of the ranch where boys were allegedly abused.

Ranch Ehrlo was also involved in a different scandal involving three children, their family, and their foster parents (16).

Warning: These are all tragic stories with many disturbing details.

The ranch was accused of abusing boys in a behaviour modification camp in the wilderness:

1992 Martensville Satanic Sex Scandal

This story was extensively covered by CBC, including on an episode of The Fifth Estate which aired 10 years after the event. It involved over a dozen people facing more than 100 charges and began when a mother accused a day care of abusing her daughter. The only person who was actually convicted in this case was the babysitter’s son, Travis Sterling. Everyone else has had their names cleared at this point and many have received millions of dollars in compensation, including the originally-accused woman, Linda Sterling (18)(19)(20)(21)(22).

1993 Foster Parent Scandal

This is a strange and heartbreaking story involving three children who were put into foster care and exhibited evidence of sexual abuse. Too many people knew there was evidence that the older brother was abusing his sisters, but they were only separated briefly, allowing the abuse to continue for years (23). Apparently, he had coerced his sisters into blaming the adults when it was him all along who had been abusing them. One of the adults also plead guilty in a plea bargain. Ranch Ehlro was directly involved because the children had been in their care (24)(25)(26)(27).

Speaker Of The House Budget

The Speaker of the House acts as a chair for the once-secretive Board of Internal Economy (28). Only since 2017 have the meetings been open to the public (29). The board also includes two members of the Privy Council, the leader of the Opposition and additional MPs. This means that Andrew Scheer has had a say on this budget in two different capacities, one as Speaker, and again as the Opposition leader.

(The Speaker of the House) is responsible for the administration of the Commons, the staff, the precinct’s security, printing and postal services, and providing MPs funds and resources to do their job — an office that comes with an approximately $414 million budget (30).

Update:

Andrew Scheer has called out foreign meddling in our economy, including from the Tides Foundation and the Clinton Foundation. He also called the foundation one of Trudeau’s “personal projects (31)(32).”

Uranium One and Haiti

The main Uranium One events happened between 2007 and 2010 (33). The Haiti earthquake also occurred in 2010. Scheer did not become Speaker until 2011, however it is almost certain that he possess insider knowledge of these events (34). Hopefully he eventually shares it with us. The Harper government did come under fire for not following through on pledges, and providing aid through the corrupt Haiti Reconstruction Fund (HRF), which was chaired by Bill Clinton (35).

Ukraine

Scheer’s dealings with Ukraine appear to be related to Crimea, and he was one of the Canadians on whom Russia imposed sanctions (36). Then Ukrainian president Petro Poroshenko personally thanked Scheer for his involvement (37). Scheer also supports sending Canadian peacekeepers to the Ukraine (38). He is highly-regarded by the Canadian-Ukrainian community (39).

Conclusions

Andrew Scheer almost certainly knows enough that he could change the world if he were to reveal everything. The fact is that we just don’t know how much and exactly what he is aware of. Would it be great if he could stand up and hand over definitive proof relating to all of these things he is being accused of? Absolutely! Do we even know if he plans to one day spill the beans? What if he is still gathering evidence?

As far as Scheer’s in-laws, some of the events happened before he was even born and he was not with Jill until the 2000s (40). None of it had to do with him personally. If he is hiding things for his wife’s family or friends, that is a different thing that hopefully will come to light.

Perhaps you think Scheer is just another Harper. Think again. There is ample evidence that has been emerging to indicate otherwise (41)(42). Can we hold him responsible for everything the CPC has ever done? Was Scheer the one who made all of the decisions about Warren Kinsella (43)(44)(45)? After all, he was supposed to be the leader of the party at the time. What is also concerning is his background and involvement with the Catholic Church, which will be explored further in a future article.

As far as Q goes, there are obviously many amazing researchers who generate many leads. This website exists partly because of leads from the Q community. There are just so many accounts and web sites that claim to be part of the movement, then distribute false, misleading or poorly-researched material. Some of it is so vague, only another insider could gain any meaning from it. There are likely bad actors trying to plant false information. It’s also a little unfair because each “tick-tock” or crumb does not have to be a huge world event that everyone sees right away. We don’t even know if anything dropped or not if it’s a smaller thing. Do these things even make the news? Maybe it was one arrest, or one article, or one small piece of the puzzle. No one is going to find all of the dropped crumbs. Maybe there are just too many Qs in the kitchen.

In fact, legal immigrants are altering the voting block in the 416/905 (GTA) to strongly “social conservative”. FACT: Stephen Harper is pushing this very same narrative at the IDU (International Democratic Union). Guest speakers included Lord Ashcroft who presented a paper on how “uneducated immigrants” are propelling “progressive liberal” parties into power (5). The IDU is now actively promoting “socialism” to what are traditionally conservative parties, while at the same time their fear-mongering is actually encouraging mass migration! They are intentionally downplaying the rise of “social conservatism” such as those who voted for Donald Trump (5). Why are the Conservatives moving towards a “more progressive” platform? Let’s take a look at the IDU!

FACT: Lord Ashcroft is the Deputy Treasurer of the IDU and formerly Belize’s permanent representative to the United Nations. Along with the Rothschilds he finances the Conservative Party in the UK (6)(7).

Background: Not many Canadians have heard of the International Democrat Union (IDU), but most would be very surprised to learn the names of its membership and its true goals. Canada was one of 19 founding members of the IDU when Brian Mulroney’s PC Party joined and Erik Neilson, his Deputy Prime Minister and President of the Privy Council, was sent for the signing in London in 1983. Other founding members included: Vice President George W. Bush (Representing USA President Ronald Reagan), Margaret Thatcher (UK), Helmut Kohl (Germany), Jacques Chirac (France), and others (8)(9).

The IDU is an association of like minded “center” and “center-right” conservative political parties representing three geopolitical regions; the European Democratic Union (EDU), the Caribbean Democratic Union (CDU), and the Asia Pacific Democratic Union (APDU) (8). However, many political members are far from conservative; in 2002 the EDU merged into the EPP (European People’s Party) (8), a transnational organization and the largest party in the European Parliament consisting of many of the founding fathers who created the European Union (10), the CDU consists of labour parties similar to the NDP (11), and the APDU (12) consists of the CPC Party of Canada, the Republican party of the USA but also includes the Chinese National Party of Taiwan which was the sole ruling party from 1928-2000 and supports unification of Taiwan with mainland China (12), and other military-based parties such as National Republican Alliance of El Salvador (13). This is a far cry from being a “like minded” organization?

The real story here is about the origins of the IDU (14). Now are you ready for the “red-pill”?

On June 8 1982, US President Ronald Reagan made a speech before the British Parliament in London calling for the creation of the infrastructure for an international institution that would “promote democracy” all over the world. Quoting the UN Declaration of Human Rights he stated: “We must be staunch in our conviction that freedom is not the sole prerogative of a lucky few but the inalienable and universal right of all human beings. So states the U.N. Universal Declaration of Human Rights (15).” This institution would consist of trade unions, NGOs, media, universities and political parties. This took place after CIA scandals emerged and Congress forbade the agency from organizing further coups to win markets. To circumvent this, the White House and the NSC (National Security Council) along with members of both the Republicans and the Democrats established the National Endowment for Democracy (NED); the legal window of the CIA which can sidestep presidential directives! The NED was established in Washington by Congress and immediately financed by Congress on November 1983 (16). NED receives its orders directly from the NSC (National Security Council) working in tandem with the CIA. NED receives funding through USAID and the CIA. It’s purpose was to assist associations, political parties, and trade unions by using NGOs to take political initiatives the government could not without violating the sovereignty of the states in which they operated; NED is the secret plan of the CIA to destabilize countries using NGOs and activists groups to suit the globalist agenda calling for “open markets” in what they referred to as “market democracy” where an economic and financial oligarchy imposes its political choice (14).

NED consists of four subdivisions that redistribute money to trade unions, NGOs, members of the ruling class, parties on the right and left:

  1. Solidarity Center: ACILS (American Center for International Labor Solidarity) which was set up after WWII and later changed it’s name in 1978 when states discovered it was linked to the CIA. It is managed by the the AFL-CIO (American Federation of Labor) (17).
  2. CIPE (Center for International Private Enterprise) managed by the US Chamber of Congress and consisting of business enterprises that champion the social economy (18).
  3. IRI (International Republican Institute) run by the Republican party. Created the International Democratic Union (IDU) (19).
  4. NDI (National Democratic Institute) run by the Democratic party (19). Created the Alliance for Democrats tied to Liberal International (LI).

The goal of IRI is to corrupt the parties of the Right, while the NDI deals with left wing parties. The IRI was chaired by John McCain for 25 years, the NDI by Madeleine Albright. The IRI and NDI in turn created rival organizations: the International Democratic Union (IDU) made up of “Conservative Parties” and the Alliance for Democrats (AD) which is tied to Liberal International (LI) consisting of “Liberal Parties”. Both are funded and organised by NED. Therefore NED is instrumental in turning national parties into “transnational parties” under the direct influence of the NSA and CIA which now dictate the political agenda not the people (20)! This CIA document clearly states the IDU is an association of “parties” not governments (21). When politicians call for a smaller decentralized government, deregulation and open markets they serve another master! All political parties are actors on an international stage where the media acts as creative director while the NSA and CIA plan, coordinate, select the script, arrange financing and produce the narrative! Welcome to the Matrix!

NED is a foundation registered under US Law and is not a tool of the CIA alone but an instrument also shared by the British Services (M16) and Australian Services ((ASIS). The NED has created similar organizations that work with it; in 1991 the UK established Westminster Foundation for Democracy, in 2001 the European Union established the the European Instrument for Democracy and Human Rights, and in 1988 under the Brian Mulroney government Canada formed the “Droits et Democraties au Quebec” or “International Center for Human Rights and Democratic Development”(22). In 2012 Harper’s government announced they were cancelling the program and transferring parts of it’s mandate to the Department of Foreign Affairs and International Trade. But in this Matrix, nothing is every really cancelled just transformed into something else, because the left and the right work like a “tag-team” (23)(24).

In Canada, a NED-like program was initially promoted in 2005 by Loyd Axworthy of the Chretien Liberal Party as “Democracy Canada” and later under Paul Martin became “Canada Corps,” which was aligned with CIDA (Canadian International Development Agency) the sister counterpart to USAID (25)(26)(27)(28). In October 2006, Canada’s newly elected Conservative government under Stephen Harper replaced “Canada Corps” with the new “Office for Democratic Governance”(ODG) (28). The ODG was dissolved shortly thereafter but not before it partnered with CIGI (Center for International Governance Innovation) to become “Governance Village”. CIGI is partnered with other think tanks and INET (Institute for New Economic Thinking) founded by George Soros (29)(30)(31). This is the hidden face of the CIA in Canada.

The NEDs International Democratic Union (IDU) was formed from three foundations (32): The Adenauer Foundation (Germany) established by the Christian Democratic Union (CDU) in honor of their founder and first post-war Chancellor and Nazi Sympathizer Konrad Adenauer (33)(34); The Hansns Seidel Foundation (Bavaria) founded for German politician and friend of Adenauer and who served as the Prime Minister of Bavaria in 1957 (35). (Side Note: Bavaria is said to be the home of the founders of the Illuminati which is confirmed by this document retrieved from the CIA Library (36); The Westminster Foundation (UK) funded by the Grosvenor Family (37)(38) one of the oldest noble families in the UK who along with the Royal Family, employ the Rothschild and Co. as their personal financial advisers (39)(40)(41).

In the IDU’s 2005 founding “Declaration of Principles” it states Our common goal is of free, just and compassionate societies.But a closer look reveals a very different message. The Declaration also states: “Being committed to advancing the social and political values on which democratic societies are founded, including the basic personal freedoms and human rights, as defined in the Universal Declaration of Human Rights.” The IDU document is openly promoting the United Nation’s Declaration of Human Rights; an historic document adopted by the United Nations General Assembly in 1948 (42)(43). CIN located the original “minutes” of “The Founding Meeting of the Union” dated June 24 1983 (44) and we can confirm that the IDU is allied with the United Nations. On page 5 of the document, British Prime Minister Margaret Thatcher states, “We can for instance combine our efforts in the United Nations and in regional organizations [NGOs] to promote our common aim.”

FACT: And Stephen Harper is currently the Chairman of the IDU (45)! A lot of us fail to make that connection but just like the Trudeau Liberals are in bed with the the United Nations and Agenda 2030 on Sustainable Development, so is Harper’s CPC Party! After all, let us not forget that it was Stephen Harper’s government that signed the UN Global Compact in 2015 (46)! Our guess is that Harper wasn’t too happy with Andrew Scheers’ position on removing Canada from the UN Global Compact? Eliminating the Carbon Tax? Defunding UN International development? Controlled immigration? Adding property rights to the Charter (47)? The fact is Stephen Harper isn’t too happy with Canadians retaining their sovereignty at all (48)!

This is the face of CIGI, how Soros shaped solutions for 2007-08 financial crisis’ that he, in fact, managed. As for Canadian sovereignty, Stephen Harper here says it’s a simple fact that Canada no longer has any sovereignty.

FACT: Many Civil Society Organizations in Europe and Asia that support mass migration are directly sponsored by the Soros “Open Society Foundations” and the “National Endowment for Democracy”(NED) (49). NED is also responsible for many attacks on sovereignty of different states including the “Arab Spring (50)” and the riots in Hong Kong (51)!

FACT: These agreements are meant to flow from one government to another, from one party to the another; a “tag-team” making incremental changes that will usher in a New World Order. The article “Why sustainable development goals can survive a change in government” discusses just that: “The SDGs were affirmed under the Harper government, and now they’re being pursued under the Trudeau government. The Harper government signed on in September 2015, and now in the fall of 2017, the new prime minister was at the general assembly saying these goals are just as important to us at home as they are abroad (52).”

FACT: Just like the “right” has the IDU, the “left” has “Liberal International”, and guess what, Justin Trudeau belongs to it (53). These are merely UN steering committees that direct nations, through their political parties, the dictatorial steps to implement the one world agenda.

FACT: These opposing parties work in tandem by taking incremental approaches. Take the UN Global Compact on Migrations for example; the member states signed the compact in September 2015 when it had 17 SDGs and did not include migration. Then later in 2018, the parties signed the UN Global Compact with 23 SDGs which now included migration. Remember the North American Union? Paul Martin started it then Stephen Harper and Co. tried to finish it. It did not succeed but Paul Martin also initiated the secretive North American Competitiveness Council (NACC) which Harper completed and put Paul Desmarais on the board!! It basically allows corporations to bypass regulations in North American countries. A reporter present at the time had this to say: Ron Covais of Lockheed Martin told [the reporter] “The guidance from the ministers was, ‘tell us what we need to do and we’ll make it happen,'” and that rather than going through the legislative process in any country, the Security and Prosperity Partnership must be implemented in incremental changes by executive agencies, bureaucrats and regulators. “We’ve decided not to recommend any things that would require legislative changes because we won’t get anywhere.” Don’t believe us? Then Ask Maxime Bernier because he was present at the time! Isn’t the PPC also advocating for smaller decentralized government, deregulation and open markets (54)(55)(56)?

FACT: Maxime Bernier was DIRECTLY involved with the National Endowment for Democracy when Stephen Harper absorbed it’s mandate under the “minister of foreign affairs” umbrella along with CIDA (funding agency).

Maxime Bernier was also the executive VP of the Montreal Economic Institute which is funded by the Libertarian Atlas Network that receives funding through the National Endowment for Democracy (NED) (58).

The full text of a speech by Stephen Harper, then vice-president of the National Citizens Coalition, to a June 1997 Montreal meeting of the Council for National Policy, a right-wing U.S. think tank, and taken from the council’s website:

Ladies and gentlemen, let me begin by giving you a big welcome to Canada. Let’s start up with a compliment. You’re here from the second greatest nation on earth. But seriously, your country, and particularly your conservative movement, is a light and an inspiration to people in this country and across the world.

Now, having given you a compliment, let me also give you an insult. I was asked to speak about Canadian politics. It may not be true, but it’s legendary that if you’re like all Americans, you know almost nothing except for your own country. Which makes you probably knowledgeable about one more country than most Canadians.

But in any case, my speech will make that assumption. I’ll talk fairly basic stuff. If it seems pedestrian to some of you who do know a lot about Canada, I apologize.

I’m going to look at three things. First of all, just some basic facts about Canada that are relevant to my talk, facts about the country and its political system, its civics. Second, I want to take a look at the party system that’s developed in Canada from a conventional left/right, or liberal/conservative perspective. The third thing I’m going to do is look at the political system again, because it can’t be looked at in this country simply from the conventional perspective.

First, facts about Canada. Canada is a Northern European welfare state in the worst sense of the term, and very proud of it. Canadians make no connection between the fact that they are a Northern European welfare state and the fact that we have very low economic growth, a standard of living substantially lower than yours, a massive brain drain of young professionals to your country, and double the unemployment rate of the United States.

In terms of the unemployed, of which we have over a million-and-a-half, don’t feel particularly bad for many of these people. They don’t feel bad about it themselves, as long as they’re receiving generous social assistance and unemployment insurance.

That is beginning to change. There have been some significant changes in our fiscal policies and our social welfare policies in the last three or four years. But nevertheless, they’re still very generous compared to your country.

Let me just make a comment on language, which is so important in this country. I want to disabuse you of misimpressions you may have. If you’ve read any of the official propagandas, you’ve come over the border and entered a bilingual country. In this particular city, Montreal, you may well get that impression. But this city is extremely atypical of this country.

While it is a French-speaking city — largely — it has an enormous English-speaking minority and a large number of what are called ethnics: they who are largely immigrant communities, but who politically and culturally tend to identify with the English community.

This is unusual, because the rest of the province of Quebec is, by and large, almost entirely French-speaking. The English minority present here in Montreal is quite exceptional.

Furthermore, the fact that this province is largely French-speaking, except for Montreal, is quite exceptional with regard to the rest of the country. Outside of Quebec, the total population of francophones, depending on how you measure it, is only three to five per cent of the population. The rest of Canada is English speaking.

Even more important, the French-speaking people outside of Quebec live almost exclusively in the adjacent areas, in northern New Brunswick and in Eastern Ontario.

The rest of Canada is almost entirely English speaking. Where I come from, Western Canada, the population of francophones ranges around one to two per cent in some cases. So it’s basically an English-speaking country, just as English-speaking as, I would guess, the northern part of the United States.

But the important point is that Canada is not a bilingual country. It is a country with two languages. And there is a big difference.

As you may know, historically and especially presently, there’s been a lot of political tension between these two major language groups, and between Quebec and the rest of Canada.

Let me take a moment for a humorous story. Now, I tell this with some trepidation, knowing that this is a largely Christian organization.

The National Citizens Coalition, by the way, is not. We’re on the sort of libertarian side of the conservative spectrum. So I tell this joke with a little bit of trepidation. But nevertheless, this joke works with Canadian audiences of any kind, anywhere in Canada, both official languages, any kind of audience.

It’s about a constitutional lawyer who dies and goes to heaven. There, he meets God and gets his questions answered about life. One of his questions is, “God, will this problem between Quebec and the rest of Canada ever be resolved?” And God thinks very deeply about this, as God is wont to do. God replies, “Yes, but not in my lifetime.”

I’m glad to see you weren’t offended by that. I’ve had the odd religious person who’s been offended. I always tell them, “Don’t be offended. The joke can’t be taken seriously theologically. It is, after all, about a lawyer who goes to heaven.”

In any case. My apologies to Eugene Meyer of the Federalist Society.

Second, the civics, Canada’s civics.

On the surface, you can make a comparison between our political system and yours. We have an executive, we have two legislative houses, and we have a Supreme Court.

However, our executive is the Queen, who doesn’t live here. Her representative is the Governor General, who is an appointed buddy of the Prime Minister.

Of our two legislative houses, the Senate, our upper house, is appointed, also by the Prime Minister, where he puts buddies, fundraisers and the like. So the Senate also is not very important in our political system.

And we have a Supreme Court, like yours, which, since we put a charter of rights in our constitution in 1982, is becoming increasingly arbitrary and important. It is also appointed by the Prime Minister. Unlike your Supreme Court, we have no ratification process.

So if you sort of remove three of the four elements, what you see is a system of checks and balances which quickly becomes a system that’s described as unpaid checks and political imbalances.

What we have is the House of Commons. The House of Commons, the bastion of the Prime Minister’s power, the body that selects the Prime Minister, is an elected body. I really emphasize this to you as an American group: It’s not like your House of Representatives. Don’t make that comparison.

What the House of Commons is really like is the United States electoral college. Imagine if the electoral college which selects your president once every four years were to continue sitting in Washington for the next four years. And imagine its having the same vote on every issue. That is how our political system operates.

In our election last Monday, the Liberal party won a majority of seats. The four opposition parties divided up the rest, with some very, very rough parity.

But the important thing to know is that this is how it will be until the Prime Minister calls the next election. The same majority vote on every issue. So if you ask me, “What’s the vote going to be on gun control?” or on the budget, we know already.

If any member of these political parties votes differently from his party on a particular issue, well, that will be national headline news. It’s really hard to believe. If any one member votes differently, it will be national headline news. I voted differently at least once from my party, and it was national headline news. It’s a very different system.

Our party system consists today of five parties. There was a remark made yesterday at your youth conference about the fact that parties come and go in Canada every year. This is rather deceptive. I’ve written considerably on this subject.

We had a two-party system from the founding of our country, in 1867. That two-party system began to break up in the period from 1911 to 1935. Ever since then, five political elements have come and gone. We’ve always had at least three parties. But even when parties come back, they’re not really new. They’re just an older party re-appearing under a different name and different circumstances.

Let me take a conventional look at these five parties. I’ll describe them in terms that fit your own party system, the left/right kind of terms.

Let’s take the New Democratic Party, the NDP, which won 21 seats. The NDP could be described as basically a party of liberal Democrats, but it’s actually worse than that, I have to say. And forgive me jesting again, but the NDP is kind of proof that the Devil lives and interferes in the affairs of men.

This party believes not just in large government and in massive redistributive programs, it’s explicitly socialist. On social value issues, it believes the opposite on just about everything that anybody in this room believes. I think that’s a pretty safe bet on all social-value kinds of questions.

Some people point out that there is a small element of clergy in the NDP. Yes, this is true. But these are clergy who, while very committed to the church, believe that it made a historic error in adopting Christian theology.

The NDP is also explicitly a branch of the Canadian Labour Congress, which is by far our largest labour group, and explicitly radical.

There are some moderate and conservative labour organizations. They don’t belong to that particular organization.

The second party, the Liberal party, is by far the largest party. It won the election. It’s also the only party that’s competitive in all parts of the country. The Liberal party is our dominant party today, and has been for 100 years. It’s governed almost all of the last hundred years, probably about 75 per cent of the time.

It’s not what you would call conservative Democrat; I think that’s a disappearing kind of breed. But it’s certainly moderate Democrat, a type of Clinton-pragmatic Democrat. It’s moved in the last few years very much to the right on fiscal and economic concerns, but still believes in government intrusion in the economy where possible, and does, in its majority, believe in fairly liberal social values.

In the last Parliament, it enacted comprehensive gun control, well beyond, I think, anything you have. Now we’ll have a national firearms registration system, including all shotguns and rifles. Many other kinds of weapons have been banned. It believes in gay rights, although it’s fairly cautious. It’s put sexual orientation in the Human Rights Act and will let the courts do the rest.

There is an important caveat to its liberal social values. For historic reasons that I won’t get into, the Liberal party gets the votes of most Catholics in the country, including many practising Catholics. It does have a significant Catholic, social-conservative element which occasionally disagrees with these kinds of policy directions. Although I caution you that even this Catholic social conservative element in the Liberal party is often quite liberal on economic issues.

Then there is the Progressive Conservative party, the PC party, which won only 20 seats. Now, the term Progressive Conservative will immediately raise suspicions in all of your minds. It should. It’s obviously kind of an oxymoron. But actually, its origin is not progressive in the modern sense. The origin of the term “progressive” in the name stems from the Progressive Movement in the 1920s, which was similar to that in your own country.

But the Progressive Conservative is very definitely liberal Republican. These are people who are moderately conservative on economic matters, and in the past have been moderately liberal, even sometimes quite liberal on social policy matters.

In fact, before the Reform Party really became a force in the late ’80s, early ’90s, the leadership of the Conservative party was running the largest deficits in Canadian history. They were in favour of gay rights officially, officially for abortion on demand. Officially — what else can I say about them? Officially for the entrenchment of our universal, collectivized, health-care system and multicultural policies in the constitution of the country.

At the leadership level anyway, this was a pretty liberal group. This explains one of the reasons why the Reform party has become such a power.

The Reform party is much closer to what you would call conservative Republican, which I’ll get to in a minute.

The Bloc Quebecois, which I won’t spend much time on, is a strictly Quebec party, strictly among the French-speaking people of Quebec. It is an ethnic separatist party that seeks to make Quebec an independent, sovereign nation.

By and large, the Bloc Quebecois is centre-left in its approach. However, it is primarily an ethnic coalition. It’s always had diverse elements. It does have an element that is more on the right of the political spectrum, but that’s definitely a minority element.

Let me say a little bit about the Reform party because I want you to be very clear on what the Reform party is and is not.

The Reform party, although described by many of its members, and most of the media, as conservative, and conservative in the American sense, actually describes itself as populist. And that’s the term its leader, Preston Manning, uses.

This term is not without significance. The Reform party does stand for direct democracy, which of course many American conservatives do, but also it sees itself as coming from a long tradition of populist parties of Western Canada, not all of which have been conservative.

It also is populist in the very real sense, if I can make American analogies to it — populist in the sense that the term is sometimes used with Ross Perot.

The Reform party is very much a leader-driven party. It’s much more a real party than Mr. Perot’s party — by the way, it existed before Mr. Perot’s party. But it’s very much leader-driven, very much organized as a personal political vehicle. Although it has much more of a real organization than Mr. Perot does.

But the Reform party only exists federally. It doesn’t exist at the provincial level here in Canada. It really exists only because Mr. Manning is pursuing the position of prime minister. It doesn’t have a broader political mandate than that yet. Most of its members feel it should, and, in their minds, actually it does.

It also has some Buchananist tendencies. I know there are probably many admirers of Mr. Buchanan here, but I mean that in the sense that there are some anti-market elements in the Reform Party. So far, they haven’t been that important, because Mr. Manning is, himself, a fairly orthodox economic conservative.

The predecessor of the Reform party, the Social Credit party, was very much like this. Believing in funny money and control of banking, and a whole bunch of fairly non-conservative economic things.

So there are some non-conservative tendencies in the Reform party, but, that said, the party is clearly the most economically conservative party in the country. It’s the closest thing we have to a neo-conservative party in that sense.

It’s also the most conservative socially, but it’s not a theocon party, to use the term. The Reform party does favour the use of referendums and free votes in Parliament on moral issues and social issues.

The party is led by Preston Manning, who is a committed, evangelical Christian. And the party in recent years has made some reference to family values and to family priorities. It has some policies that are definitely social-conservative, but it’s not explicitly so.

Many members are not, the party officially is not, and, frankly, the party has had a great deal of trouble when it’s tried to tackle those issues.

Last year, when we had the Liberal government putting the protection of sexual orientation in our Human Rights Act, the Reform Party was opposed to that, but made a terrible mess of the debate. In fact, discredited itself on that issue, not just with the conventional liberal media, but even with many social conservatives by the manner in which it mishandled that.

So the social conservative element exists. Mr. Manning is a Christian, as are most of the party’s senior people. But it’s not officially part of the party. The party hasn’t quite come to terms with how that fits into it.

That’s the conventional analysis of the party system.

Let me turn to the non-conventional analysis, because frankly, it’s impossible, with just left/right terminology to explain why we would have five parties, or why we would have four parties on the conventional spectrum. Why not just two?

The reason is regional division, which you’ll see if you carefully look at a map. Let me draw the United States comparison, a comparison with your history.

The party system that is developing here in Canada is a party system that replicates the antebellum period, the pre-Civil War period of the United States.

That’s not to say — and I would never be quoted as saying — we’re headed to a civil war. But we do have a major secession crisis, obviously of a very different nature than the secession crisis you had in the 1860s. But the dynamics, the political and partisan dynamics of this, are remarkably similar.

The Bloc Quebecois is equivalent to your Southern secessionists, Southern Democrats, states rights activists. The Bloc Quebecois, its 44 seats, come entirely from the province of Quebec. But even more strikingly, they come from ridings, or election districts, almost entirely populated by the descendants of the original European French settlers.

The Liberal party has 26 seats in Quebec. Most of these come from areas where there are heavy concentrations of English, aboriginal or ethnic votes. So the Bloc Quebecois is very much an ethnic party, but it’s also a secession party.

In the referendum two years ago, the secessionists won 49 per cent of the vote, 49.5 per cent. So this is a very real crisis. We’re looking at another referendum before the turn of the century.

The Progressive Conservative party is very much comparable to the Whigs of the 1850s and 1860s. What is happening to them is very similar to the Whigs. A moderate conservative party, increasingly under stress because of the secession movement, on the one hand, and the reaction to that movement from harder line English Canadians on the other hand.

You may recall that the Whigs, in their dying days, went through a series of metamorphoses. They ended up as what was called the Unionist movement that won some of the border states in your 1860 election.

If you look at the surviving PC support, it’s very much concentrated in Atlantic Canada, in the provinces to the east of Quebec. These are very much equivalent to the United States border states. They’re weak economically. They have very grim prospects if Quebec separates. These people want a solution at almost any cost. And some of the solutions they propose would be exactly that.

They also have a small percentage of seats in Quebec. These are French-speaking areas that are also more moderate and very concerned about what would happen in a secession crisis.

The Liberal party is very much your northern Democrat, or mainstream Democratic party, a party that is less concessionary to the secessionists than the PCs, but still somewhat concessionary. And they still occupy the mainstream of public opinion in Ontario, which is the big and powerful province, politically and economically, alongside Quebec.

The Reform party is very much a modern manifestation of the Republican movement in Western Canada; the U.S. Republicans started in the western United States. The Reform Party is very resistant to the agenda and the demands of the secessionists, and on a very deep philosophical level.

The goal of the secessionists is to transform our country into two nations, either into two explicitly sovereign countries, or in the case of weaker separatists, into some kind of federation of two equal partners.

The Reform party opposes this on all kinds of grounds, but most important, Reformers are highly resistant philosophically to the idea that we will have an open, modern, multi-ethnic society on one side of the line, and the other society will run on some set of ethnic-special-status principles. This is completely unacceptable, particularly to philosophical conservatives in the Reform party.

The Reform party’s strength comes almost entirely from the West. It’s become the dominant political force in Western Canada. And it is getting a substantial vote in Ontario. Twenty per cent of the vote in the last two elections. But it has not yet broken through in terms of the number of seats won in Ontario.

This is a very real political spectrum, lining up from the Bloc to reform. You may notice I didn’t mention the New Democratic Party. The NDP obviously can’t be compared to anything pre-Civil War. But the NDP is not an important player on this issue. Its views are somewhere between the liberals and conservatives. Its main concern, of course, is simply the left-wing agenda to basically disintegrate our society in all kinds of spectrums. So it really doesn’t fit in.

But I don’t use this comparison of the pre-Civil War lightly. Preston Manning, the leader of the Reform party has spent a lot of time reading about pre-Civil War politics. He compares the Reform party himself to the Republican party of that period. He is very well-read on Abraham Lincoln and a keen follower and admirer of Lincoln.

I know Mr. Manning very well. I would say that next to his own father, who is a prominent Western Canadian politician, Abraham Lincoln has probably had more effect on Mr. Manning’s political philosophy than any individual politician.

Obviously, the issue here is not slavery, but the appeasement of ethnic nationalism. For years, we’ve had this Quebec separatist movement. For years, we elected Quebec prime ministers to deal with that, Quebec prime ministers who were committed federalists who would lead us out of the wilderness. For years, we have given concessions of various kinds of the province of Quebec, political and economic, to make them happier.

This has not worked. The sovereignty movement has continued to rise in prominence. And its demands have continued to increase. It began to hit the wall when what are called the soft separatists and the conventional political establishment got together to put in the constitution something called “a distinct society clause.” Nobody really knows what it would mean, but it would give the Supreme Court, where Quebec would have a tremendous role in appointment, the power to interpret Quebec’s special needs and powers, undefined elsewhere.

This has led to a firewall of resistance across the country. It fuelled the growth of the Reform party. I should even say that the early concessionary people, like Pierre Trudeau, have come out against this. So there’s even now an element of the Quebec federalists themselves who will no longer accept this.

So you see the syndrome we’re in. The separatists continue to make demands. They’re a powerful force. They continue to have the bulk of the Canadian political establishment on their side. The two traditional parties, the Liberals and PCs, are both led by Quebecers who favour concessionary strategies. The Reform party is a bastion of resistance to this tendency.

To give you an idea of how divided the country is, not just in Quebec but how divided the country is outside Quebec on this, we had a phenomenon five years ago. This is a real phenomenon; I don’t know how much you heard about it.

The establishment came down with a constitutional package which they put to a national referendum. The package included distinct society status for Quebec and some other changes, including some that would just horrify you, putting universal Medicare in our constitution, and feminist rights, and a whole bunch of other things.

What was significant about this was that this constitutional proposal was supported by the entire Canadian political establishment. By all of the major media. By the three largest traditional parties, the PC, Liberal party and NDP. At the time, the Bloc and Reform were very small.

It was supported by big business, very vocally by all of the major CEOs of the country. The leading labour unions all supported it. Complete consensus. And most academics.

And it was defeated. It literally lost the national referendum against a rag-tag opposition consisting of a few dissident conservatives and a few dissident socialists.

This gives you some idea of the split that’s taking place in the country.

Canada is, however, a troubled country politically, not socially. This is a country that we like to say works in practice but not in theory.

You can walk around this country without running across very many of these political controversies.

I’ll end there and take any of your questions. But let me conclude by saying, good luck in your own battles. Let me just remind you of something that’s been talked about here. As long as there are exams, there will always be prayer in schools.

Many say it is a civil war within the party, a political civil war between Harper/Kenney far-right CP & Mulroney/Segal/MacKay/Barber old PCP! However, we feel there is a much simpler explanation.

Much of this is fueled by #NeverScheer Koch/Desmaris minions and Sun Media minions; the same people funding Quincy Institute in the USA that are trying to force an impeachment vote against Trump. It would be useful to draw that parallel.

December 21, 2019 Maclean’s published a scathing report on “The Takedown of Andrew Scheer. Not suprisingly, many conservatives skipped the read on the grounds that it is MSM. While I agree the MSM is biased towards globalism, it is unwise to outright ignore the reporting. After all, they still hire researchers. Here is what was reported:

“As you know, submarine warfare during the Cold War was never in the headlines because it’s totally below the surface. No one could see it except the people involved in it,” the source observed. “A leadership review campaign is the same.”

“They pointed to the “declaration of war” on CBC’s election broadcast the previous night from Kory Teneycke, who served as Prime Minister Stephen Harper’s director of communications and ran Ontario Premier Doug Ford’s 2018 campaign. “Doug Ford has been more popular than Andrew Scheer throughout the entire election campaign in Ontario,” Teneycke said on air, also arguing that because he’d lost the election, Scheer should run again for the leadership to ensure he had a fresh mandate.

“The senior Tory found this “odd.” The whole point of submarine warfare is stealth and surprise,” they said. “Why would you telegraph your submarine plans?”

“The same day Scheer told his advisor of his decision—a Wednesday—longtime Tory MP Peter Kent filmed a video intended to shore up support for Scheer in response to the “street justice” he believed rival leadership campaigns and figures from the Harper government were trying to dole out.

“A clutch of self-serving consultants and lobbyists, looking for revenues that a leadership election would generate, who won’t say who’s bankrolling their efforts, are trying to steamroll over that process,” Kent read from a script he wrote for the video, referring to the leadership review. “They don’t have a candidate to offer. They are rebels without a cause.”

“Within an hour of Scheer resigning, at least one group of Conservative staffers were feeling distinctly un-tearful. Being Canadian: For Andrew Scheer

“We are tremendously proud of our cultures, heritage and achievements and we will continue to break new ground. I am proud to be a Canadian and I hope you are too.” » Philip K. Lee 

We are moving quickly towards a federal election. Canadians are more divided than they ever have been. We were told by Justin Trudeau that we have no core identity, that we are a post-national state1. We have been apologized for repeatedly 2 3 4  by Justin Trudeau until, like the verbally abused child, we start to believe that we are as bad as he seeks to make it appear. We have been embarrassed on the world stage by Chrystia Freeland and her inept and accusatory actions against our great trading partner5 and her inappropriate behaviour and dress, also questioning whether it is bad to stone a woman who has been raped in Islam6. We have been humiliated by the many ethics violations of the members of the Liberal party 7. Trudeau and Canada are scorned by many countries in the world: China has dubbed Trudeau ’little potato’ 8  and he proved unable to negotiate any trade deals with them. In India, though Trudeau’s trip cost taxpayers more than $1.5 million9 all it achieved was multiple photos and videos of the Trudeau clan dressing clownishly and dancing foolishly10, a net trade loss of $500 million11 and an outright snub by Prime Minister Narendra Modi12. An additional gaff at this farce of a diplomatic trip was the inclusion of Jaspal Atwal at a formal reception hosted by Trudeau in India13. Humiliation after faux pas after foolish action of our current Prime Minister has caused Canadian foreign relations throughout the world to break down: Iran and Russia14, Saudi Arabia15 and even Italy16. Canada has been maligned, has become risible, to be Canadian no longer is so

Canada needs a change. Canada needs a change very badly. How can we rediscover our national dignity? Who can bring us up in the world’s esteem? Who can return our proud heritage to us?

One leader and only one leader can do this, but he needs help. Andrew Scheer has the knowledge, the experience and the love of our country that can restore our pride, our sense of wonder and joy at being Canadian. But he is failing. The message he broadcasts is positive, he doesn’t descend into personal attacks, merely points out incompetence, bad choices and bad results. Mr. Scheer stands for truth and integrity despite the numerous lies and false stories being circulated by his political opponents. He calls out bad behaviour and speaks confidently about changes that can occur once the Conservatives are in office. But he does not inspire. He does not raise a flag of pride in our heritage.  

Mr. Scheer, this appeal is to you. Canadians needs to have their pride restored. We need to hear you tell how proud you are of Canada. We need to have you stand up and, instead of a ’positive Conservative vision’ clarion forth PRIDE of identity, PRIDE of heritage, PRIDE of nation, PRIDE of our strength. Canadians face far more challenges than many countries with our cold expanses, our defiant winters, our too-short summers, our rocky soils and windy fields. Yet we PREVAIL! Tell us that! Tell us YOUR joy in this country, inspire us with YOUR awe of our accomplishments. We want your voice to ring out, calling on Canadians to unite, to stand tall, to face the world with pride. Have you seen the sublime peaks of the Rockies? Have you stood on a windy cliff in Newfoundland? Have you navigated the surges of Lake Superior? Have you heard the bird calls of Point Pelee? Do you resonate with wonder that THIS IS YOUR LAND? Give us your ecstasies, share with us your delights, your dreams and aspirations for this wonderful country. Our hearts NEED to be restored and uplifted. We need to stand erect, faces to the sun, and never bow down again to shame and humiliation and embarrassment. Only YOU can do this. 

If you do this, you will win. We will be yours and you will draw the discouraged, the despairing, the disillusioned back into the fold. We are Canadians first and we will vote Conservative because YOU have inspired us.
